Iron Speed Designer is a great tool for rapid ASP.NET data driven web application development.  Once the database design is completed Iron Speed Designer can extract the meta-data from the database to generate a web application.  There are three different variants of the designer which are Free, Professional, and Enterprise.  Moving from the free to the enterprise version capabilities increase along with the price.
